1. As Andy Wong, how would you handle the authorization for expenditure (AFE) for the relaunch of the privacy screen?
If I was Andy Wong I would seek out divisional funding from Paul Guehler.
1. This was the last chance of Optical systems to prove itself as a viable program at 3M. If he could get approval and make the product successful, the company would rethink the deadline they had been given to show progress or be shut down.
2. If they decide to restructure the project in order to avoid having to get approval, they might have to cut corners in a lot of the things and thereby increase the probability of the project failing.
3. One of the problems Guehler mentioned about OS was their defensive, secretive and isolated activities. Trying to do things by restructuring on their own would only further compound the problems of the operational transparency whether or no the project succeeded.
4. If Andy Wong is able to get approval by using his back channels, at some point he will still have to argue and have to convince someone in the executive ranks why they should be funded. Approval of the funds will mean that at least one person in the executive saw some sense and logic in giving more money to a tried and tested true sinkhole. Therefore in the event of failure, Andy Wong will not be the only one held accountable. Also, it could be seen as a "well-intentioned failure."
2. As Paul Guehler, would you approve the AFE if Wong sent it up to you?
Guehler forced OS unit to go through a process based on established parameters to determine project viability and feasibility to ensure that the OS unit is developing profit generating opportunities. Once these requirements are satisfied, Guehler had an obligation to support the project, and provide the needed funding to relaunch the privacy screen.
