We are trapped in the middle of an epidemic. World wide there are an estimated 40 million people infected by HIV. In addition to these 40 million people, 20 million have already died. The majority of these people infected with the AIDS virus are in the prime of their life ("The long warÂ…1).
In January, during George W. Bush's State of the Union speech, he introduced his new Emergency Plan for AIDS Relief. His plan calls for $15 million in aide over the next five years to pay for anti-retroviral drug therapy for those already suffering from AIDS. This therapy would reduce their infectiousness ("AIDS in Africa" 1). The second half of Bush's plan is to distribute condoms in poor counties who can not afford to practice safe sex (Lipper 1) in efforts to reduce the spread of AIDS. The money allotted in Bush's plan will be used to prevent 7million new HIV infections, treat at least 2million people with life-extending drugs and provide care for millions of people with AIDS and for the children orphaned by the disease ("Emergency PlanÂ…1).
The AIDS epidemic is spreading like wild fire through the country sides of China, where heroin use appears completely out of control. Users sprawl in lanes injecting themselves. Local police have given up trying to stop them. As many as ten addicts share a needle before tossing it into the weeds-sometimes to be retrieved and used yet again by a desperate junkie (Ollivier 1).
While this epidemic spreads through China, its government is in denial about the actual number of people infected with the virus. At a September 2002 press conference, the Beijing government revised the total of cases from 850,000 to 1 million (Ollivier 1). This statement given by the Beijing government was the strongest admission to date that China is trapped in the middle of an AIDS epidemic.
